The National Tax Revenue Directorate (DNIT) is Paraguay's governmental organization responsible, alongside the Ministry of Economy and Finance, for establishing tax policies, overseeing compliance, and collecting revenues across the country.
DNIT was created in 2023 through the unification of two key government institutions: the Subsecretariat of State for Taxation (SET) and the National Customs Directorate.
For DNIT, ensuring that taxpayers can interact with the directorate simply and efficiently is paramount. Digital transformation has been instrumental in achieving this goal. Over the years, DNIT has implemented systems and automation processes to simplify procedures for both businesses and individuals.
MARANGATU marked a significant milestone by enabling taxpayers to manage registrations, submit tax returns, and make payments through a web application.
In 2018, the SIFEN Project (National Electronic Invoicing System) represented another leap forward for Paraguay, allowing businesses to register their invoices online. This system facilitated the gradual replacement of paper receipts with electronic documents that guarantee integrity and authorship through the use of digital signatures.
At the end of 2022, we initiated the modernization project for the SET (now DNIT) web portal, with a strong focus on transforming its information architecture. We designed a scalable, high-availability platform to handle the growing demand for transactions and inquiries the portal was already receiving—and expected to increase significantly in the near future. The result was a fully renewed digital experience platform, secure and aligned with modern standards of design, usability, accessibility, and integration with all DNIT systems.
In record time, during 2023, the new digital experience platform https://www.dnit.gov.py was launched, based on the globally recognized Liferay DXP product. The project was a success, achieving all of DNIT's goals and meeting the quality and timeline expectations set from the start.
The DNIT’s new digital interface has been well-received by taxpayers and has garnered recognition from government authorities and digital governance policymakers in Paraguay.
